    Democratic presidential nominee Hillary Clinton is returning to her old stomping grounds next week, planning to meet with foreign leaders gathered for the United Nations General Assembly in New York City.

    A campaign aide said Wednesday that her meetings would include sessions with Egyptian President Abdel Fattah Al Sisi and Ukrainian President Petro Poroshenko and that the campaign would have information on “additional meetings” in the coming days.

    The Clinton campaign characterized the sessions as “bilateral meetings,” the term used when representatives of two nations meet and the type of session she repeatedly participated in when she was secretary of state. The campaign didn’t say why she had chosen these particular meetings.

    A meeting with Ukraine’s president could spotlight opponent Donald Trump’s warm words for Russian President Vladimir Putin. Ukraine has been fighting Russian-supported separatists and the two countries are in a constant state of tension. Russia has lately bolstered its military presence on its western border, sending tens of thousands of soldiers within striking distance of Ukraine.

      • Russians who come to Russian diplomatic missions in Ukraine to vote may be expelled from Ukraine

        According to Evropeyskaya Pravda’s article entitled “Voting with Deportation: How Kyiv Can Stop Russian Elections in Diplomatic Missions,” participating in elections to the State Duma on September 18th in the territory of Ukraine is illegal, which may result in expulsion from the country.

        “The Security Service of Ukraine has two powerful tools to counter the elections. One is called ‘recognition of a citizen as a persona non grata’ and the other is ‘the expulsion of a foreign national,” which, actually, doesn’t need any formal explanations from Ukraine and can be applied to both asylum seekers from the Russian Federation and Russians who obtain work permits or Ukrainian residence permits,” the report stated.

        According to the author of the article, Editor in Chief of Evropeyskaya Pravda, Serhiy Sydorenko, such a step will help Kyiv block the elections without blocking diplomatic missions themselves and violating the convention. “It’s enough to check documents and collect passport data of the Russian citizens who make their choice on their own between supporting the annexation and living in Ukraine,” he says.

        The newspaper recalls that the voting itself is illegal from the standpoint of Kyiv, which is “beyond the question.” Ukraine also informed diplomats through a note from the Foreign Ministry and Russian citizens who would come to vote via media.

        “These reports lack one critically important item: responsibility. [This applies] not only to the Kremlin but to anyone who helps to "legitimize the annexation,” Sydorenko explained.

        As for Russian diplomats who are already in the territory of embassies and consulates, a way to influence them would be to declare persona non grata those members of diplomatic missions who ensure and organize voting. “Ukraine must finally take a decisive step and expel the diplomats who are responsible for the organization of the elections contrary to Ukrainian laws. At least [hold accountable] the chairperson and secretary of the electoral commissions, whose names are available on the website of the Central Electoral Commission of the Russian Federation,” the article reads.

        The matter is not only about morality but also about violating the Criminal Code, namely Article 110, “infringement of the territorial integrity and inviolability of Ukraine” which clearly explains that “deliberate acts carried out with a view to change the borders of the territory or state border of Ukraine In violation of the procedure established by the Constitution of Ukraine, and also public calls or dissemination of the materials with calls for carrying out such acts bear legal consequences of 5 years imprisonment with or without confiscation of property.”

        “This article is "basic" for those accused of separatism. The article also concerns acts committed for "legalization" of the annexation of the Crimea,” the article stressed.

        As previously reported, parliamentary elections will take place on September 18th in Russia. For the first time, parliamentarians from the annexed Crimea will be elected to the State Duma of the Russian Federation within the multi-mandate electoral district. Ukraine prohibited Russia from holding elections to the State Duma on its territory.

        Earlier, Minister of Foreign Affairs Pavlo Klimkin stated that future elections to the State Duma of Russia will be fundamentally illegitimate. "I believe that elections in Russia are illegitimate because they take place in the territory of occupied Crimea. And these elections are illegitimate both in the political sense and in a legal sense,” Klimkin said during an interview with Echo of Moscow.           • Putinism represents triumph of ‘feudal traditionalist reaction,’ Skobov says

            Many commentators suggest that what Vladimir Putin is doing is restoring Sovietism, but they are mistaken, Aleksandr Skobov says. What is occurring is the final triumph of the ideas of what has been called “the Russian Party” that existed within the KGB and the Komsomol in late Soviet times.

            The Moscow commentator’s observation in this regard was prompted by a remark Yevgeny Ikhlov made in a recent article. Ikhlov argued that “the communist restoration did not happen because instead of moves toward revanchist communism, [Russia] moved in the direction of fascism.”

            Ikhlov continued:

            “In 2000, came to power an intra-Soviet counter-elite, the very same ‘Russian party’ from the Komsomol and KGB about which historian Nikolay Mitrokhin has written. It should have won in 1986-87, but Gorbachev, Yakovlev, Sakharov and Yeltsin gave [Russia] 14 more years just as Weimar secured 14 years between the kaiser and Hitler.”

            Skobov says Ikhlov’s comment “shows precisely how pathetic and inadequate any suggestion that the Putin system is ‘a revenge of sovietism.’” Because in fact the KGB and Komsomol-organized “Russian Party” was never “a party of communist fundamentalism” with “a cult of ascetic anti-bourgeois attitudes.”

            Instead, the ideology of the Russian Party was a synthesis of Stalinism with good old fashioned pre-Soviet imperial-monarchist nationalism” which dispensed with all that was genuinely communist. Skobov argues that “Stalin himself went along this path, but it was completed only by the ‘great’ Prokhanov.”

            The Russian Party’s ideology was “in the first instance an ideology of state worship.”

            It had nothing against social inequality and was only awaiting its time to come out. Consequently it is “no accident” that it was the KGB and the Komsomol nomenklatura whose members were the first to engage in primitive capitalist accumulation after the end of communism.

            As for its “anti-bourgeois” quality, Skobov continues, this was hardly the anti-bourgeois attitudes of communism but rather “classical feudal anti-bourgeois” views.

            And now under Putin one can see all “the ornaments” of this set of attitudes: “nationalism, xenophobia, aggressive anti-Westernism and ‘third empire’ messianism, religious obscurantism and so on.”

            The Russian Party was and is “a party of ‘authoritarian capitalism,’ which conservative statists oppose to the Western liberal model” and believe can promote “’authoritarian modernization.’” Many deluded people supported this idea until the Russian Party “threw off its mask” and revealed its Stalinist and fascist nature a few years ago.

            Skobov continues:

            “Today we observe, the drama of the completion of the most grandiose authoritarian-modernization experiment in history. It is ending in just the same way all such experiments end by a return to the archaic past. It is time in fact to say there will not be any authoritarian modernizations.”

            Many who don’t like what the Russian Party is doing think that it is promoting the return of Sovietism, having completely failed to see that the Russian Party has no interest in that but rather in restoring “the monarchy of Alexander III and Nicholas I. This is a revenge not of Lenin and Trotsky but of Uvarov, Pobedonostsev, Katkov, and Konstantin Leontiev.”

            Liberals on the right keep fighting the wrong enemy, the return of communism, even as they are held by the throat by “traditional Russian autocracy.” Communism at least, however mistaken and destined to failure, at least was “a modernization project, an attempt at the realization of the most radical variant of humanist and enlightenment ideology.”

            Having dispensed with all this, the Russian Party in its victorious Putin form has nothing left but “ordinary fascism, which is an extreme form of feudal traditionalist reaction. That is what the KGB-Komsomol ‘Russian Party’ has been putting in place.”

              Putin Says Crimea Not Annexed By Russia, It Was 'Reunified'

              Russian President Vladimir Putin says Moscow did not annex the Ukrainian peninsula of Crimea in 2014 but claimed it was "reunified" with Russia.

              Putin said at a Commonwealth of Independent States summit in the Kyrgyz capital on September 16 that actions by the Ukrainian government were the "root cause" for what happened to Crimea.

              "Russia did not annex anything," he said, in response to comments made by Ukrainian Ambassador to Kyrgyzstan Mikolay Doroshenko. "Whatever happened with Crimea is the result of unlawful actions of certain political forces in Ukraine who had brought the situation to a state coup."

              Moscow forcibly annexed Crimea shortly after thousands of unmarked Russian soldiers landed on the peninsula in early 2014.

              The action was widely condemned by many Western countries and in an overwhelming vote by the UN General Assembly.

              Doroshenko, who represented Ukraine at the CIS summit in Bishkek, raised objections to two items on the bloc's agenda, including handing CIS presidency to Russia because he said Moscow's annexation of Crimea had breached international laws.

              Along with Russia's support for separatists in eastern Ukraine, the takeover of Crimea led to economic sanctions from several Western countries and the EU against Russia.

                    KIEV, Sept 16 (Reuters) - Kiev authorities handed over to the Netherlands on Friday five masterpieces stolen from a Dutch museum in 2005 and recovered in Ukraine earlier this year.

                    The paintings - part of a group of 24 works valued at 10 million euros when they went missing in 2005 - were said in December to have been discovered in a villa in a pro-Russian separatist controlled area of eastern Ukraine.

                    Dating from the 17th and 18th centuries, they will now head back to Westfries Museum in Hoorn, north of Amsterdam, from where they first disappeared when thieves hid in the building before closing time and disabled the alarm system before making off with the artworks.

                    "I can't wait to see these beautiful objects of art back in the place where they belong," Westfries Museum director Ad Geerdink said at a handover ceremony at the Dutch embassy in Kiev. "It will feel like some of our lost sons finally come home."

                    The Dutch foreign ministry listed the five paintings as Jacob Waben's "Vrouw Wereld" (Lady World) and "Terugkeer van Jefta" (The Return of Jephta), "Keukenstuk" (Kitchen Scene) by Floris van Schooten, Hendrick Boogaert's "Boerenbruiloft" (A Peasant Wedding) and "Nieuwstraat in Hoorn" (New Street in Hoorn) by Izaak Ouwater.

                      • Researchers accuse Russia of manipulating data of Smolensk plane crash

                        The commission investigating the plane crash near Smolensk has evidence of Russia’s tampering with some data relating to the tragedy, according to the commission’s chairperson, Wacław Berczyński. Ukrinform reported the chairperson’s comments during a press-conference in Warsaw.

                        "Collecting the data, we are also trying to determine its credibility because we received a lot of data, for example, from Russian, i.e. foreign sources. We have already found evidence that some data was manipulated,” Berczyński stated.

                        He explained that the Commission is preparing to conduct research in an aerodynamic tunnel to reconstruct a picture of the last seconds of the flight of Lech Kaczynski’s plane. According to him, the commission has already carried out a voice analysis of the conversation in the cockpit of the Tu-154 and is currently awaiting medical data. Berczyński noted that the commission has already heard witnesses and is planning to continue its work.

                        The chairperson asserted that the commission does not put together any hypotheses regarding the reason for the crash, but has tried from the beginning to analyze all available materials to reveal the truth.

                        The Minister of National Defense for Poland, Antoni Macierewicz, noted during the press-conference that the investigations were resumed because the work of previous Russian and Polish commissions was not convincing and there is evidence that they "tampered, manipulated and above all, did not take into account and concealed the truth regarding actual events,” as confirmed by Polish and foreign experts. At the same time he noted that the commission will not name those guilty of the crash because that is not its task.

                        British air crash expert Frank Taylor who is involved in commission activities noted that the previous Polish report describing the crash is "inappropriate.” In particular, he noted that according to satellite images of the site of the crash, the elements of the crashed plane were moved.

                        The Governmental Commission which operates adjacently to the Ministry of National defense of Poland began its work in March this year. It was established because Minister Macierewicz acknowledged new facts that require resuming the investigations of the crash near Smolensk.

                        The infamous crash of the Tu-154 plane occurred at dawn on the 10th of April 2010 in Smolensk near Severny Aerodrome. The Polish delegation was arriving from Poland to attend an event marking the 70th anniversary of the massacre, which took place not far from Smolensk.

                        As result of the crash, 96 people were killed, among them Polish President Lech Kaczyński and his wife, the leaders of all the armed forces, the Chief of General Staff and public activists.

                        The International Aviation Committee in Moscow and the Polish Governmental Commission of then Polish Interior Minister Jerzy Miller, despite some difference in party’s responsibilities, officially announced in 2011 that pilot error was the main cause of the crash of the presidential plane.

                        The ruling coalition of the party "Law and Justice,” which considers the findings of both commissions erroneous, does not exclude the possibility that the crash could have been caused by explosives on board. Poland is implying that Russia could be involved in the crash.

                          Russian Prime Minister Dmitry Medvedev acknowledged that Russia lacks the money for the implementation of large-scale Crimean projects, in particular for the construction the bridge over the Kerch Strait and the Tavrida highway, he said during a meeting of the Presidium of the State Council of the Russian Federation on the development of the transport system in southern Russia on Thursday, September 15.

                          According to Medvedev, the creation of the Kerch Strait Bridge is "the largest construction project in the country. It will cost a lot of money, and we hardly have enough, taking into account our difficult situation," he added. Russian President Vladimir Putin also participated at the meeting of the State Council.

                          The Ukrainians expressed the protest against the presence of Russian leaders in the Crimea.                             Russian President Vladimir Putin visited the Crimea on Thursday and visited the construction site of the Kerch Strait Bridge, according to the Kremlin press service. Before that, he held a meeting in Kerch on the development of the transport infrastructure of Southern Russia and the Crimea where he noted the good pace of the bridge construction.

                            "But I want to remind you that the transport passage across the Kerch Strait is not only the bridge itself: it is necessary to qualitatively prepare the road and railway approaches to it, provide it with all related infrastructure both from the Krasnodar Region side and in the territory of the Crimea.                             According to the design of the Institute Giprostroymost in Saint-Petersburg, the bridge passage over the Kerch Strait will consist of parallel road and railway sections. The road must have 4 lanes equipped for a top speed of 120 km/h. The capacity of the route will be up to 40,000 cars per day.

                            The railway includes two-way, second-category railway lines tolerant of a maximum speed of 160 km/h. The estimated speed of the passenger trains on the bridge is 120 km/h, while cargo trains are estimated to go as fast as 80 km/h.

                            The bridge will begin on the Taman Peninsula, go through the existing 5-kilometer dam to the island of Tuzla and cross the Kerch Strait, rounding the Mys Ak-Burun cape from the north. The length of the passage is 19 km. The length of the arched bridge spans will be 227 meters, the height of the fairway arch will be 35 meters.                             • EU extends sanctions against Russia for another six months

                              The EU Council has adopted a decision on the approval of the proposal to extend individual sanctions against 146 Russian and Ukrainian individuals, and against 37 legal entities. These sanctions were extended for six months, until the 15th of March 2017.

                              The sanctions apply to people and organizations who the EU considers responsible for the violation of the territorial integrity of Ukraine, and who have caused damage to its sovereignty. Sanctions include the freezing of their bank assets in the EU, and a ban on the issuing of visas for travel to EU countries.

                              The EU Council’s communiqué, where the decision was announced, reiterates that these measures were introduced in March 2014 and were most recently extended in March 2016.

                              According to the EU Council, the situation in Ukraine does not give any reason to change the sanctions regime with regard to the individuals and the organizations on the list.

                              The legal acts will be published in the Official Journal of the EU on the 16th of September 2016, and the decision will take immediate effect.

                                The Western NIS Enterprise Fund (WNISEF), which was created with U.S. government funds, intends to invest at least $5 million into commercial start-ups in the IT-sector of Ukraine. It was announced by Yaroslava Z. Johnson, WNISEF President and CEO. "We received permission to establish a new fund for startups in the IT-sector," she told reporters.

                                Yaroslava Johnson specified that WNISEF, since its inception in 1994, has already completed most of the investments. However, due to unfavorable market conditions, there are still four projects left in its portfolio. According to her, the Fund will realize these investments and is able to spend half of the proceeds on new commercial projects in the IT-sector.

                                The WNISEF President stated that since March 2015, the Fund has carried out a program of technical assistance to Ukraine and Moldova totaling $35 million over the past three years. Since its launch, WNISEF has invested about $10 million in approximately 20 projects in Ukraine. In particular, Ukraine's first 1991 Open Data Incubator project was created. Two more 1991 Open Data Incubators at universities and one urban incubator are planned to be launched by 2018. After that, the program will expand to Moldova where they plan to fund six projects.

                                The Western NIS Enterprise Fund is the first $150 million regional private equity fund in Ukraine and Moldova, funded by the U.S. government via the U.S. Agency for International Development (USAID) in 1994. During this time, the fund has invested $168 million in 118 companies.
