How to help an Ukrainian person avoiding scam?

Dear Ladies and Gentlemen
I hope that some of you may have a suggestion about this so specific question and be so kind to tell me about it┘
I wish to help some person from Ukraine to get her passport, because as we know life is not so easy there. And we share a mutual interest to meet.
Although, as I met this person through internet, even being 100% sure about the person herself, I can only be 99% sure about who is on the other side of the net.
I mean, it is common knowledge that there are scammers using the net. That it is so easy to get some person▓s photos without even the knowledge of that person.
So I wish to contact the department where the lady should go to apply for the passport. To pay it myself but only when that department will confirm the identity of that person through name and photo that I will send to them, just to avoid any internet abuse that even the lady wouldn▓t know about.
So, please, if you are so kind to give me any suggestion or at least the email of that department (who does the passport in Ukraine, Lugansk) I would very much appreciate and be thankful.

Have you been asked to help by sending money? It is not a good idea to send money to someone you have not met in person. Most girls would not want to ask for money up front - if yours has, then this is most likely a scam.

Lugansk in particular has developed a reputation for scams and scammers.

It might be better if you visit the Ukraine instead - it is easy for you to get a visa. How about meeting your friend somewhere on the Black Sea coast? You can then help her in person once you meet.

You then have the possibility of meeting other girls if things don't work out with your friend from Lugansk.

This is only my spontaneous will. I am 99% pretty sure of everything. And I am just afraid to spoil the love of my life with my suspicious about internet...
Otherwise I wouldn't have thought about it.
