The visa to Ukraine is free for Japanese citezen, but I wondered if I still have to pay for the handling charge of £10...

I try to contact Ukrainian embassy in London, but it seems like impossible to get though, and they never answer my email or fax.

If Ukraine embassy is the same as Bulgarian then yes you will have to pay the handling fee..visas are free for Ukranians visiting Bulgaria but the handling fee still applies...
