Ukraine international passport

Hi list,

It seems that there is a lot of confusion at the moment on the lenght of time it takes to get an Ukraine international passport. The story i have heard is that Ukrainian citizens will now need an international passport to go to Russia and the offices that takes care of the passport are somehow jam
with the unusual demand of such document.
So is there any true in this story? If not how long and how much should one expect to pay and wait in the Ukraine to get his international passport? In either both situation, is there any way to pay extra cash for fast delivery?

I would very much appreciate any details or contact in the Simferopol area
since my wife is from Feodosia.
