Duty

Can anyone give me a mini-lecture on duty charged in Ukraine when receiving parcels from overseas? Is there a value limit below which the package can be received without duty (and what sort of proof of value can one include to avoid dispute)? Can one prepay the duty here in the US and feel confidant that the recipient will not be charged anyway? For packages above the free limit (if such exists), how is the amount of duty determined?
