As a Brit just returned from Kiev - I have never been "asked" to purchase health insurance at the airport though I have seen many US citizens "persuaded" to pay for additional cover.
Immigration is now a little more efficient - though this is only through my experience. |

I am an American and was there in June. I was not "persuaded" to pay for health insurance. All they wanted was a list of my money, jewelry, etc. The subject of health insurance never came up.
By the way, keep copies of the forms you fill out in the airport and prepare to fill out more like them when you leave (see "airport warning" above). |

INSURANCE
I have been through Borispol (Kiev) a number of times and the perceived 'panic' is certainly getting worse. The big red signs would make you think that you NEED special, or specific health insurance, but in fact most of the western world Countries already have Governmental agreements with Ukraine and your standard travel insurance will cover you. I am just about to fly into Lviv again - and there are no such signs making you feel insecure there, so my advice is to check with your travel insurance firm, or get a list a 'approved Countries' before you pay megabucks for something your probably don't need.
