still confused over clothing size conversion

Lena, Thanks for your attempt to help but unfotunately I asked 10 people and I received 10 different answers. So, I E-mailed my lady friend in Kiev for the 3rd time. She say's she is a size 46 in Ukrainian size of dress, which is a 38 in European size, which she "thinks is a size 12 in the USA.

Today an American who has been to Ukraine nine times told me that if she is 5'5" and 124 lbs. Has a bust size of 37", waist of 26" and hips of 37", then he said she would not be larger than a size 6 in the USA. Is there anyone who really knows?

She wants a evening dress as a gift and I arrive on May 25th. I must buy the dress soon, but I hate to buy the wrong size. Desperly in Love. HELP!

And buy for her any dress she likes. And there▓s an end to it. It is not Soviet times, after all...
