Flying from Europe to Chernivtsi

We tried to book a flight last year from Kyiv to Chernivtsi and about a month before the flight they canceled it because there weren't enough people. Is there another city in Europe that has a more solid connection to Chernivtsi than Kyiv? I would think Italy or Germany is pretty reliable.
