It doesn't matter to them. They did say that the Kyiv office processes over 300 apps every day. There's always a long line waiting to come in. US Citizens go right in though. It looks like the UA's are trying to get visa's.

I wish we did get refunds, but then again there would be nothing stopping the people from continuously trying unless they put a wait limit in between interviews. My wife was rejected twice on normal visitor visas but they permitted the fiance visa. I can sort of understand the government not wanting the young people to visit, but if they reject a 65 yr old pensioner from visiting her pregnant daughter then that proves the system is ridiculously screwed up!

Well that's the easy part. Our financial situation is secure and we've submitted plenty of additional information proving that. It's really just a matter of whether or not we get a kind and trusting consular. If the process was a strict interpretation of documents provided then there would be many more visas granted.

My situaton is similar to yours. LOTS of paperwork and documents but they never looked at it. Make them look at the docs and letters from friends and family inviting them to visit.
