Is it true that an ant-russian law was passed in the Ukraine banning the use of russian in the Ukraine or is it just an ugly rumour?

I am not aware of the current situation, but I do think, that such a law was passed in Lviv. If my memory serves me right, then that law limited use of russian language. That's what I heard from official sources.

But there are also the unofficial sources, which said that in Kyiv, some russian stores were closed on nationalistic, indeed malicious thoughts and opinions.

Although I do not know if it is true or not, since I am not in Kyiv, nor anywhere in Ukraine at the moment.

Following the murder of Ihor Bilozir there was a strong backlash against everything Russian in Lyiv. However I've just been there (Last week) and people spoke Russian in restaurants, they played Russian radio in bars, nearly all the book are still in Russian and every film is dubbed in Russian.
So if you ask me, there was an anti-Russian backlash (understandable) following the despicable murder of Ihor Bilozir, but despite the few extremist the hatred has died down.
If your a non-Ukrainian speaker you're fine to speak Russian in Lyiv and Invano Frankivs for that matter.
