Politics about PMZ exit visa

Hi everyone,

Here is the situation, i have been married for 14 months now with an Ukrainian citizen and she has finally got her Canadian visa for permanent residency....but she still does not have her international passport caused by missing blanks in her town (Feodosia). In addition, we are juggling with this PMZ issue concerning exit visa for Ukraine citizen living peremanently abroad. I have asked a friend to look into this and this is what she answered for me:

"""I would like to share with you some information regarding the PMZ stamp. I was personally in OVIR today, because I got my Ukrainian passport and I was inquiring about the international passport.
This is what the woman responsible for the documents said to me: There are two types of international passports. One type of international passport is for the PMZ. Another type of international passport is for temporary trips abroad. I asked her which I should get if I have not passed my interview. She said to me that irrespectively of the fact that I have not passed my interview in the embassy I should apply for the PMZ type of passport. Because if I apply for the international passport for the temporary trips, it will take me later another 4 or 5 months to change it into the PMZ type of passport and to pay additional fees. Attention, please, dear Christian! They don▓t put the PMZ stamp into the international passport- this procedure does not exist! They ISSUE the PMZ TYPE INTERNATIONAL passport!!!!!!!!! √ this is what she explained to me! The problems of having an ordinary international passport for the temporary trips abroad- you will surely have the problems in the airport, because the passport control there knows about your intentions to leave the country ( Vika is your wife and is going to Canada. She should surely have her PMZ type of passport). Some women could not have the problems with flying through another country because they were fiancИes and they could fly through Poland. BUT! Since October, 2003 Poland introduces the visas for the citizens of Ukraine!!!!! It means the additional problems!

The travel agency can assist in issuing the international passport for the temporary trips- this is only true. Only the chief of the OVIR department is responsible for issuing the PMZ passport. Anyone have any comments, recent experience to share and any follow-up concerning the blanks not being available???? I am convince that somewhere in the external affair ministry in Kiev might have some answer about this, but who to contact???
