Wonderfully arcane subject. Where is Usulutan, and what is the real nature of the question, i.e., does Ukraine have diplomatic relations with Usulutan, or should it have diplomatic relations with Usulutan? I have never heard of Usulutan. Sounds like the name of a medicine for a stuffy nose. "You'll not have snot with Usulutan!"
