Problem with the Ukrainian intrnl passport

Hi everyone,
My wife is from the Crimea region and did apply for her international passport in january. She got the runaround from the administration and on her last letter here is what she got:

Apparently there is a shortage of blank passport and it could take months before being supply. Perhaps the shortage is true, but i am convince that there might be a way to get around this problem with a few extra dollars from another source.

Any truth to this? Anyone have a faster way to get the document from another source than Feodosiya?
