Polish Ukraine border problems

13 Feb 2003, 18:40 UTC Ukraine and Poland have agreed on a liberalized visa system, to take effect after Poland reforms its border policy to meet European Union guidelines. Ukrainian President Leonid Kuchma and Polish President Aleksander Kwasniewski made the announcement Thursday, after a meeting in western Ukraine. Poland is reforming its border policies in preparation for joining the European Union in 2004. Ukrainians had feared the new policies would cut them off from western Europe. The Interfax-Ukraine news agency reports that in return, Mr. Kuchma has promised visa-free status for Polish citizens traveling to Ukraine. |

Finance Minister Grzegorz Ko³odko said yesterday that Poland needs more money in circulation and lower interest rates to reinforce an economic recovery that has already begun. “The Polish economy is now like a dry sponge, which should be filled with...money to stimulate the blood circulation of public finances,” Ko³odko told public radio in an interview. “If interest rates were lower in banks, this would stimulate a recovery that is already under way,” he added, renewing pressure on the Central Bank to ease borrowing costs. Ko³odko believes that the National Bank of Poland should cut its main rates by three points from the current 6.5% because year-on-year inflation was just 0.8% in December. He reiterated that lower rates would weaken the z³oty and help exporters, rejecting the Central Bank’s argument that the currency’s exchange rate is good for exporters.
