D. A really old generation influenced by communism (we should wait 15 years so they die off)
E. The inability of reformers to take control and push a country so rich in everything out of the cellar and into the world stage

By saying the inability to define foreign policy I hope you're refering to the position of Ukraine in between the old relics of the past (aka Eastern Europe) and the future (Western modernization). And the point about not knowing who they are is interesting...can't really see how that can make a whole country stagnant.
