Ukrainian vs. Russian

One thing I am curious about....I have met Ukrainians who call themselves "Russian" even though they were born in the Ukraine. One "Russian" I know was born in UKR and, has a Ukrainian mother and a Belarussian father (the father is 50% Russian)...Is it common for some Ukrainians to call themselves Russian?

I know few who call themselves Russians or say they come from Ukraine which is not the same as saying I'm Ukrainian.
What I can gather is because they either Russian speakers or have Jewish heritage which I believe are the majority or immingrants mainly from Odessa and so there is a neighbourhood and a street close to my place with lots of jewish shops and these immigrants have settled in this neighbourhood there are a mixed bag some jews even eat pork on a regular basis and there are also pure Russians but the majority is from Ukraine. I'm curious myself and asked them this question several times to no avail just they tell me they received their visa papers (not passport)and left the country. I did not believe this one second because any would be immigrant should have received a passport to exit and enter countries by international law.
