Yes, but of the question of "will ever anyone pay for it?", the fact that was probably NOT a warcrime is quite crucial.

Also, commercial flights fly over war zones all the time. It's cheaper for them and that's the path they decide to take. Ideally this wouldn't have happened, but nobody thought it would.
Airlines plan within airspace made open by countries and it's the responsibility of countries to ensure safety, by closing airspace if necessary.

Ukraine responsible for airspace safety: IATA

"Ukraine bears responsibility for keeping its airspace open to flights like the doomed MH17, says the chief executive of the International Air Transport Association, Tony Tyler.

“Airlines depend on governments and air traffic control authorities to advise which air space is available for flight, and they plan within those limits,” he said.

“It is very similar to driving a car. If the road is open, you assume that it is safe. If it’s closed you find an alternate route.”"

Exactly. Whether it was a mistake or not (and I think it was not intentional), they did shoot it down. Telling the victim's families it was a mistake doesn't take away their torment. As VP Biden told Putin to his face "you have no soul." Putin must be a descendent of Stalin.

Sure, telling that to the families of victims of a mistake doesn't take away their torment.

But why do you think it means that Putin "has no soul" or that he must be a descendant of Stalin?

Especially since Stalin mass murdered millions of people and that obviously was no mistake.

Nobody is concerned whether this is a war crime or not. Neither the rebels, nor Russia, nor Putin will be held accountable.

Also, as I've already said, the situation was less than ideal but commercial flights fly over war zone all the time. That statement alone completely disqualifies countries guaranteeing the safety of all aircraft. Airlines know today there are wars in the Middle East below where they guide their planes and they knew there was a war in those regions of Ukraine. The airline chose to fly above the land. Neither the airline nor Ukraine thought this would happen.
