Ukrainian President Petro Poroshenko has accepted the resignation of Defense Minister Valeriy Heletey.

A statement on Ukraine's presidential website on October 12 said Poroshenko felt it was time to change "the defense leadership of the country."

It added that the president will "submit a nomination" for a new defense minister to parliament on October 13 and that he expected a vote on the nominee to take place the next day.

Heletey, who was appointed by Poroshenko in July, received criticism in recent weeks for the deaths of about 100 Ukrainian forces in the eastern city of Ilovaisk, who were encircled by pro-Russian separatists and reportedly supported by Russian forces.

Protesters at the Defense Ministry building in Kyiv in late August also demanded Heletey be sacked.

The website statement said Poroshenko had also formed an Intelligence Committee that would be chaired by Ihor Smeshko. Live Blog: Ukraine In Crisis

Poroshenko signs decree on National Anti-Corruption Council

Ukrainian President Petro Poroshenko has signed a decree on the formation of a National Council for Anti-Corruption Policy as a presidential consultative agency.

The Council will make proposals on what the anti-corruption strategy should be like in Ukraine and how it should be perfected; assess progress in the work to prevent and counter corruption, and appraise the effectiveness of the anti-corruption strategy and measures being taken to prevent and combat corruption.

The Council will also monitor the implementation of recommendations of the Group of States Against Corruption (GRECO), Organization for Economic Cooperation and Development (OECD) and other international organizations against corruption.

The Council will have 17 members, nine of whom will represent the public, including six representatives of public organizations experienced in preparing anti-corruption proposals, a representative of the All-Ukrainian Self-Government Association and two representatives of the organization of entrepreneurs. The Council will also have representatives of the Council of Judges, Cabinet and Verkhovna Rada among its members.

It will convene once every two months.

The Verkhovna Rada on Tuesday passed the government-proposed bill on measures to fight corruption and on the formation of a national commission for fighting corruption in its second reading.

Ukrainian President Petro Poroshenko and German Chancellor Angela Merkel on Tuesday, Oct. 14 decided "to hold meetings both in the bilateral and the multilateral format," the Ukrainian leader's office said.

President: Ukraine will be fair and efficient European state

Ukraine will be fair and efficient European state. It was stated by the President when presenting the Strategy of Reforms – 2020 in Odesa.

“If we build a new strong economy, a country without corruption, establish the rule of law, we will live in a new way,” the Head of State noted.

He expresses belief that the situation in the Donbas shouldn’t hamper the implementation of reforms. “Now or never. Today we are united as never before. There is a team that can make reforms. We will form a new pro-European coalition without lies and populism. Ukraine will be fair and efficient state,” he said.

The President emphasized that the entire Europe supported Ukraine in its aspirations for peace and European integration. “Today, the European Parliament prolonged unilateral preferences for Ukraine. Europe opens its markets for the Ukrainian products and Ukraine has the protection that doesn’t allow Russia apply customs or other restrictions against us. It is our victory,” the Head of State added.

The Strategy of Reforms – 2020 in Odesa was presented by Deputy Prime Minister Volodymyr Groysman, First Deputy Head of the Presidential Administration Hennadiy Zubko, and Deputy Head of the Presidential Administration Dmytro Shymkiv.

Upon completion of the presentation, the President presented warrants for apartments to the families of 4 servicemen fallen in the ATO area. Also, documents for apartments were given to 6 militaries wounded during hostilities.

Poroshenko creates secret group to monitor customs and fiscal services

Ukrainian President Petro Poroshenko has established a secret high-level group to monitor and control the customs and fiscal services, it emerged on Friday.

According to an UNIAN correspondent, SBU Chief Valentyn Nalyvaychenko revealed the creation of the group on Friday at a briefing in Kyiv.

"The President has created a high-level group, [and] we’re not naming the leader of this group -in fact he is a very high-ranking official of the Presidential Administration,” Nalyvaychenko said.

“This is a high-level group, which is engaged every day in monitoring the revenues of every customs and every fiscal institution. According to this monitoring it will be able to see smuggling or tax evasion or other corrupt actions, which will lead to decisive presidential orders and criminal proceedings or the removal of offficals from office.”

"If you see a new appointment, including in the law enforcement agencies in the regions, this will often be the consequence of a person [being replaced for] failing to manage his work or allowing smugglers to transport containers without paying anything to the budget."

"The president has a clear vision that law enforcement officers of any rank should be fired and prosecuted for assisting smuggling," Nalyvaychenko said.

"The SBU system conducted 100% lustration amongst its representatives and leaders before the president signed this law. My first deputy, who was responsible for the struggle against corruption and smuggling, has been replaced," said Nalyvaychenko.
