Let me take a stab at that, because I don't think you understand the problem.
Imagine China Town, Little Italy, and all the other places that consist of one nation's folks in one place. This is also true for Ukrainians, Russians, Polish. Now imagine that 5-10 block radius and think of it as a state. So think of Texas as filled with Americans, but they only speak Spanish, idealize Mexico, and believe they are independent from the USA. In fact, they wish they were part of Mexico and they can't wait until the day Mexico takes over the US.
By Ukrainianizing (lol what a word), it is simply meant to have the people understand that they are in Ukraine, controlled by the Ukrainian government, etc.
Imagine in Texas teachers spoke Spanish to everyone. Heck you couldn't hear a word of American even if you tried. And if you did try, noone would understand you.
Now imagine this. Texas has the same powers as any state. 2 senators, etc. But they are working against the good of the land.
