It is claimed by certain experts that the 'shadow economy' of Ukraine makes up 30% to 100% of the GDP. If this true then there is little likelihood of there being a democratic government in control of the affairs of state. It is more probable that the state is being rule by criminal elements within large corporations; a network wherein top elected officials are nothing more than lackeys to big money. Too, itis something Kuchma will make no attempt to clean up. Seems skepticism is the order of the day.
