I think those installations close in 2014, i believe parliament(Verkhovna Rada) voted on it and decided not to extend.
What prevents russian speaking ukrainians from not aligning themselves with Russia?

Russia issued Russian passports/citizenship to all former soviet republics from 1991 to 1996 as part of the breakup of the SU. Stop with this "nothing will stop Russia from claiming citizens!" bull****.

Very true, but Russia might find Ukraine has more kick than Georgia does and Russia will suffer significant losses if it fights Ukraine. Thats assuming Eastern Ukraine doesn't align with Russia. -Ukraine has a substantially larger military than Georgia-
