Yes, she is a scammer. I worked in dating agenceis and had one myself and can tell you that our salaries are not as high as to pay $200 for dating services so agencies simply don't charge our women that high. The only people they target quoting such sums of money (usually asking their 'girls' to do the talking to make it feel personal) are foreigners who are able to pay it. However, the agencies where the girls are expencted to pay charge very modest sum of money and in no way $100 or $200 per month which may be higher than lady's monthly income.

By the way, I myself am from odessa. Will you tell me the name of the agency she's using? I know most of them and know a few who are renowned scammers. Please let me know. And, yes, $12 per lesson is far too high. Such money you'd expect to pay to tutors to pass postgraduate exams but not learn English for everyday use. The lady sounds cheesy.
