Do you want to work in the UK?

I was interested to see this item on the BBC website:-
A man who died following a flat fire in Suffolk on Tuesday has been named as Vitaliy Bidula, from the Ukraine.
Police said the 28-year-old had been working in Newmarket and was found in the flat in Exeter Road. He was pronounced dead at hospital.
A post-mortem examination concluded the cause of death was smoke inhalation and carbon monoxide poisoning, police said.
Police added the death was not being treated as suspicious and the coroner had been informed.
A joint police and fire service investigation reported it was satisfied there was no third party involvement and the findings will be passed to the coroner.
At its height, 20 firefighters battled flames engulfing the building and the man was found in the bathroom of the first-floor flat.
This item puzzles me because it does not begin to conclude if the fire was arson (suicide) or if the man was the unfortunate victim of poorly maintained domestic heating equipment. I am aware that eastern Europeans working in England are mostly earning lower than average wages that means they can afford to rent only the poorest standards of accommodation. They tend to rent small, old houses paying up to £700 a month ($1000 USD), or more in some cities, and get 8 or more persons sharing. They do not know their legal rights and are taken advantage of by rogue, greedy landlords. There is little safegaurd or protection for tenants of rented accommodation anyway in the UK with the law clearly weighted in favour of the landlord. Furthermore the new Conservative based government have cancellled a proposal that might have given tenants greater rights saying "it was more red tape".
As an Englishman, I have sympathy when anyone who cannot afford to get a loan to buy his own home in the UK because renting is about making the lanadlord rich whilst the tenant lives often in poor quality and overpriced housing.
