City/town named Towstoluch?

According to my grandfather's immigration papers, he was born in a place named "Towstoluh, Western Ukraine."

I've Googled this place several times with several spellings and I'm not having a lot of luck. Is it possible they've renamed it? Or is it anglicized incorrectly? Please help! Thanks.
