Moving To Ukraine

I'm looking at moving to the Ukraine this summer. I am from the US and working as a Network Engineer. I would like to possibly move to the Ukraine and start a computer related business or consulting firm for businesses. I was wondering what is the cost of living. I would like to buy a small house outside of the city. How much is a small house, transportation, etc..

As far as traveling, do I just get a tourist visa first, while I try to establish myself, and then get an extension?
I don't have a huge budget, but could I buy a small house for around $10,000? Are there any property taxes like in the US? What is the average household income for the Ukraine in 2003?

If someone could answer these questions, that would great.
