when starting a conversation with someone from the city of Skadovsk Ukraine, what language are they most likely to speak; English or Ukrainian??

I'd like to find out where are you from!

The problem is, that in Skadovsk they would probably speak russian... Yep, it's not that strange! Ukraine has become independant not much time ago! So, it sill remains the state with...two languages - Ukrainian and Russian. It's a pity...

Well, Western and the west part of Central Ukraine -- what is European, which means: much more progressive and culturaly wealthy part -- speaks Ukrainian.
And Eastern+Southern part of Ukraine speaks so called Russian...

What about English - it's not commonly used language... But don't be afraid - many (especially young) citizens know English quite well. Foriners (in general) are wellcome.

I am from the central USA,Missouri

I could perhaps be visiting that city soon, and wanted to know exactly what ;anguage would be the most correct one to practice in order to have the most efficiancy in communication between people's.

The best Ukrainians can expect from a foreigner visiting their country is to speak Russian. After all, 50-60% of the population consider it their primary language, also most of the Ukrainian speakers have a very good command of Russian (especially in urban areas). But of course, if you want to make an impression, try some Ukrainian.
