how to help an Ukrainian person avoiding scam...

Dear Ladies and Gentlemen
I hope that some of you may have a suggestion about this so specific question and be so kind to tell me about it… I wish to help some person from Ukraine to get her passport, because as we know life is not so easy there. And we share a mutual interest to meet. Although, as I met this person through internet, even being 100% sure about the person herself, I can only be 99% sure about who is on the other side of the net. I mean, it is common knowledge that there are scammers using the net. That it is so easy to get some person’s photos without even the knowledge of that person. So I wish to contact the department where the lady should go to apply for the passport. To pay it myself but only when that department will confirm the identity of that person through name and photo that I will send to them, just to avoid any internet abuse that even the lady wouldn’t know about. So, please, if you are so kind to give me any suggestion or at least the email of that department (who does the passport in Ukraine, Lugansk) I would very much appreciate and be thankful. I cannot be sure if the The USAFIS Organization emails are an all out scam, or if they are another form of "visa agency" that charge excessive somes of money for visa application services, that basically the visa applicant could do for himself at the US Embassy. I am sure that this organization will not enhance in any way the sadly remote prospect of the visa applicant being sucussful, as it seems that a significant number of Ukrainian visa applicants are refused.
Ukrainian or other nationality internet users should delete the following email on receipt, it will only lead you to parting with your hard earned money with little reward:- We wish to notify you that you have been selected as one of the Diversity Visa (DV) Program winner for receiving a United States Permanent Resident Card.
