It doesn't require a great deal of brain power to reason that any form of corruption constitutes a violation of someone's inalienable rights (human rights to the rest of the world).

I don't feel it was a stupid question, just an uninformed question.
There is obviously corruption in Ukraine, as there is corruption to some extent in every country. A better question may go as, "How widespread is the corruption in Ukraine, and how crippling is it to the nation?"

Better framed as: how debilitating is the corruption to different classes of people?
