Yes, but as has been said most deaths were in Ukranie and Soviet Ukranie's total population was only about 30 million and if you add the war time deaths etc. (Even taking into account Weston Ukraine getting annexed from Poland) That would mean if 20 million died the former USSR's ethnic Ukrainian population would be much lower than it’s it today, it's simple logic.

Yes, however Germany for most of it's post Holy Roman Empire history Germany was a patchwork of city states and petty Kingdom’s the two biggest were Prussia and Austria who competed the unite Germany under their own banner Prussia won, and Austria wound up craving out an Empire in the Balkans.
However Austria remained ethnically, culturally and linguistically German, and aftier their Empire's collapse post-WW1 Pan-German ideas became popular, plus Hitler joined the German Army during WW1 and Austria became part of the Nazi Reich voluntarily. So in summery Hitler getting to power wasnt all
that odd he was basically German.
