Thumbs up the proverb is very telling

Russian modus operandi, recorded in the annals of history, conforms precisely to the Russian proverb, so opportunely revealed by Rusnak. It is all the more telling, since a Russian in America was Rusnak's source on this. No additional comment is called for.
