Region 107 ?

I have a old family photograph with hand written Russian text, translated it says photo was taken in ⌠region 107 (Oblast)⌠ it is dated 1910. My grandfather was Polish but was in the Russian army in 1905 , any help is appreciated in region 107 location

Oblast # 107 - Primorsky Kray (PK) - 1910 Vladivostok???

It is not impossible to be Vladivostok, he was conscripted in to the Russia army around 1903-1905, at that time Russia was in a war with Japan i think, he left ASAP (came to US around 1914) but could of had a wife and a child (supported by more photos) but never said any thing about them.
