searching for Bulkin/Firt/Rosenfeld records (Kiev, Rzhishchev)

My grandfather, his brothers and three of his cousins, all surnamed Bulkin, all left "Kiev" around 1900-1910, and I've determined that the cousins all came from Rzhishchev/Rzhyshchiv in what is now Kiev oblast. I would dearly like to locate both civil and (Jewish) religious records for this family. Whom may I write, and at which archives, to request such records?
Also, both my grandfather and at least one of his cousins were Jewish tailor-adjutants to the Russian military before they left; family lore has it that the cousin served a general. Does it make sense to approach the military archives either in Ukraine or Kiev to request more information? If so, where might I write? I have a few more questions about research strategy, but I'll stop here for now. I'll be grateful for any advice anyone can offer. |

In 1900 he was headed for Joseph Bracker's (brother-in-law)in Rochester. Records also indicate that Joseph paid Moische's passage. |

Thanks for your helpful reply. I'll attempt to contact the archives directly. The materials you recommended do not appear to indicate where military archives would be held. Can you advise?
As for the Moische Bulkin record you refer to, the second page of that record indicates the province that the passenger came from (see line number 6). It looks like "Wohlin," apparently referring to the Volhynia guberniya then centered in Zhitomir. |

Czarist Russian Military Records could be in either St. Petersburg or Moscow. I have gotten negative feedback re prohibitive costs from people that have had direct dealings
