Looking for surname LUKJANENKO

My wife (Ludmila Volodimirowna), born 1939 in Sterowka / Luhansk (=Lugansk) got the information about her true surname only some years ago. Her family-name by birth was LUKJANENKO. Since that knowledge she is be able to search her brother. His name is Victor Volodimorowic LUKJANENKO, born in Nowo-Achtyrka / Luhansk in the year 1941 (or some months earlier or later).
When my my wife had to go to Poland in 1943 the brother was by the Ukrainian Grandmother in or near Nowo-Achtyrka.

Our question about searching by the RED CROSS KIEW had no results.

Who can give us another recommandation, how we can find
Victor LUKJANENKO or his relatives in the Ukraine ?

It is very much a non-digitized world you are searching. You will most likely have to hire someone to do the physical search for you.
