Went to local LDS center, but they were not much help. How do I get the LDS records; i.e. FHL film #2083584? Do I have to purchase them from LDS?, or is it a lending arrangement?

You order the film by phone! They notify you when film comes in. It is a nominal rental arrangement for film to be viewed on premises. Besides pen and pad, I also suggest bringing a magnifying glass with you.
