My grand father is born in Elisabethgrad on the 19/7/1885.
He immigrated to Paris in the twenties. His name was Ilya Serguievitch Boulatsel. I would like to get in contact with people living in this city, who would be able to help to find out information about his family. Her mother was called Lidia Ostrogradskaia, born on the 20/5/1863 and died in Paris in 1929.
I can read french, english, italian, german and a little russian;

I am not directly linked to any Boulatsel. However my cousin did married last year a Boulatsel here in Paris, whose father, Igor Boulatsel, has ancestors in Ukraine.

If you make contact w/surviving relatives in Ukraine, it is best that you have confirmed familial connections.

There are records for Kirovohrad available thru Mormon Genealogy Library.

Do a PLACE SEARCH on this link for KIROVOHRAD. Read all instructions on right. Under Kirovohrad you will see records for Elizavetgrad and Kherson. Get the film numbers and then order them and view them at a convenient center. Site is user friendly.

I have no way of finding out the date limits on those records. If you find they do predate your needs than contact the Oblast Archives. Address below.

An archival search at the Oblast State Archives will provide you with names of parents and all siblings etc.

Using Ukrainian is ideal, however German or English are also acceptable. Make you inquiry simple. Identify your relationship, provide names (including any patronymics), date of birth and place of birth (include old name of town, and the current name, raion/district and oblast/region. Request all and any documents re Grandparents.

There is no prepayment. A simple search can cost about $50 American per surname search, subject to change of course. The more complex the search, the more time-consuming, the higher the cost.

In turn they will notify you that there is information available and the general nature of the results and will provide you with the cost of the search (including all copies). Copiers are a treasure in Ukraine. You will also get a foreign fund transfer account number. You can handle this thru your own bank. Their correspondence to you will be in Ukrainian. Once they get confirmation that payment has been made, it takes about 2-3 weeks before you get all copies. Total turnaround time is about 3 months.

I also strongly suggest that you include 2 IRC's with your inquiry. International Response Coupons can be purchased at your local post office.
Since the country's economy is grim, the IRC's help to expedite your search.

PS>With the exception of Kiev Historical Archives, I have never done an oblast inquiry in Eastern Ukraine. Would imagine that procedures are pretty standard throughout the country.
