I would recommend contacting National Archives with all the personal details you have. There are two archives offices in Philadelphia. You can e-mail them at philadelphia.archives@nara.gov. If you have enough information, you can apply for his Alien File. See my blog on these files at Documents that open doors to information | Find Lost Russian & Ukrainian Family Seven months worth waiting | Find Lost Russian & Ukrainian Family

Thanks for the information. My grandmother also had a sister Annie, who married Abraham Sinderbrand. They too settled in Philadelphia. It is not the Philadelphia records which are the question. I would like to find out how many other siblings there were and whether they immigrated to the U.S. Thanks for your help.

Alien Files are goldmines. These files have birth certificates, marraige certificates, etc. to prove ancestry to help find information on relatives who did not immigrate. I cannot stress the importance of these files. The communists destroyed so many church records. I hardly have any information on my great-grandfather's siblings because the communists destroyed so many records. The records in Alien Files may be the only option to prove ancestry and find valuable information that cannot be found anywhere else.
