I am looking for the phone number of the Civil Registry Office and the state archive in Kowel and Rowno.
Does anyone know the numbers or any of them?

I found the state archives for the towns of Kowel and Rowno.

Here is the archives for Rowno- State Archives of Rivne Oblast

I saw this online for Kowel-
Some Kovel records are held in archives in Kiev, Ukraine.

Marriage records: 1646-1805; fond 35.
City residents lists, marriage records: 1791-1795; fond 35.

Other records may exist at the archive in Lutsk or in Warsaw, Poland.

The lists you've mentioned are the only stuff from that area in Kiev? because I am looking for registration from 1884 and later.

Try Lutsk and Warsaw, Poland archives. They will know where the records are located.
