Exclamation Department of Vital Statistics

Long story short: I have an elderly mother 90 years of age. Hasn't heard from her sister for about 12 years. I sent a registered letter in Mid August and it was returned to me yesterday, with unknown checked off. We live in Canada. My aunt has lived in that home since her birth and would be approximately 85 years old. Any ideas on how I can find out if she has passed away? or in a nursing home? Surely there is some office which keeps records.
please if anyone has suggestions. Thanks.

Hello!
What town of Ukraine does your Aunt live? Do you have her phone number? Any of her children? There is possibility call to office called ZAGS - they keep all records about births, marriages and death. If you tell me what city I could try to find this information for you.
