Searching for info on Family Sponsorship for travel

I have a question as it relates to those families that were in Europe trying to come to the United States. My father was telling me that he remembers hearing his parents and friends talking about family sponsorship for other families to come to America and that this was a requirement before travel. Does anyone know the specifics to this and if there was a specific application that had to be completed and approved before a family and/or individual was allowed to leave Europe? If there was such a document, are these documents stored anywhere and can copies be requested? Any information on this topic would be appreciated.
