search Skromny or Dietmar Famillies

I am trying to retrace my familly .Could someone help me or point in the right direction.
My grand father was called Basile Skromny his father was called Basile Skromny et his mother Catherine Dietmar. He was born in 1895 in Petrograd , I know he lived in Kharkov and was an officer in the white army.He spent 2 years in Bizerte from 1920 to 1922 where he was in hospital .He then moved to France .
He had brothers and sisters : Micha , Peter , Sacha and Liena.
Somehow the name Moratoff also came in conversation.

The name could be Muratof ( male form ) МУРАТОВ . I have never heard of Moratov. There is famous film director Kira Muratova ( she lives in Odessa).

The Muratov Family is quite prolific. They have Tartar roots. They are prominent educators, artists, actors, engineers w/ancestors that were men of accomplishment, like Vladymir Muratov, who was in charge of building the Trans-Siberian Railroad.

The Military Archives in Moscow should have information regarding Grandfather's military career, however I have heard the charges for such research can run as high as $500USD for one search. If you like I can provide you an address.

Too bad that he only spent 2 years there because there are a lot of books on Bezerte Russian community, but he probably didn't have time to "leave a mark" (e.g. Russian colony in Tunisia. 1920–2000 ). Although he should be present in initial lists of arriving Russians.

There's is a surname Moratoff (Моратов) and of course, there's also surname Maratoff/Maratov (Маратов).

thank you very much. Unfortunatly I don't speak russian at all so I can't go very far in my research but I would very much like the address of the military archives.
Where could I find the list of arriving russians in Bizerte?
