Seeking information on how to verify search

hi,
i previously posted with hopes to find a certain member now living in Ukraine. Unfortunately, I know only of the full name and date of birth of my person. I am wondering if anyone knows ways to search for a person using only this information ( i do understand that ukraine is for the most part non-digitized, but worth a try )
