a suggestion for attracting newcomers.
I have suggestion for attracting new members.

Create a facebook page of Ukraine.com

I've seen organizations and clubs use facebook to promote and recruit. But its just an idea.

Might as well create twitter while you're at it. I never use any of those sites, but my state in the US (NJ) made a twitter page and it uses it to notify people of criminals they are looking for and asking for tips.
