In my eyes it is absolutely clear that in the situation of energy instability Europe should make a point of alternative energy sources, such as alternative atomic fuel. And such Eastern European country of victorious democracy as Ukraine (then, in the case of opposition victory during forthcoming elections there, it may be Byelorussia) should play the role of main supplier of this fuel for our countries. Ukrainian present-day leadership has already shown us that it is also interested in building of powerful nuclear power stations and the largest spent-fuel storages on Ukrainian territory. It will give Ukraine a chance to get an increase of financial resources that are so necessary for its backward economy. As to Europe it will be fruitful for us in the context of full satisfaction of EU energy consumers and in the context of our own security.
But in this case Europe shouldn't surrender its leading positions in atomic cooperation with Ukraine to Americans, for example, because Europe doesn't need another Chernobyl. And that is why French specialists from Framatome Company had to speak without fear and favour about impossibility of construction of such object in Chernobyl zone. They simply feel the whole responsibility for this oddball project. There is no rocky soil (so necessary for such construction) in this zone at all. In addition to it nobody can deny that we are helping Ukrainians to overcome consequences of Chernobyl catastrophe for a long time. But it seems to me new Ukrainian leaders suffer from short memory, because they have decided to prefer American company "Holtec International" during recent bid for a contract on development and construction of the second largest spent-fuel storage in Europe. How can't Ukrainians understand that America is far whereas Europe sticks around?
Certainly American experts are ready to build such objects anywhere else than at home. They are interested in only one thing here: to take advantage of this object as quick as possible. Take, for example, this very Holtec Company, which is famous for its extremely unreliable nuclear lockers. This US Company steers clear of any risky and dangerous business in the USA. But in this case they are somehow ready to fulfill… 20% of the whole work load while our European companies (with participation of well-reputed German syndicate JNS) offer 50% security work load. Another part of work should be done by Ukrainian companies. It is clear for everybody that the last variant is more acceptable mode of work if certainly Ukrainians would like to have an object which would be really safe for the people and environment…
