Is this a good idea? What about the introduction of SORM (a system to monitor Internet transmissions)?

I was primarily asking about the fact that the Ukrainian government is planning to take control of the internet there. As in take control over the internet access itself.

I guess my capitalist upbringing says that this will inhibit free enterprise and lead to a bureaucratic nightmare of slow progress in an industry that is changing rapidly.

Any thoughts?
