I have decided to start this thread to pass on the essence of telephone chats coming from friends and friends of friends here in Ukraine:-

Teachers in Lugansk have been told that it is hoped some form of wage will be paid in the near future by the "governing" Lugansk People's Republic. There will be an allocation of basic foodstuffs from future Russian humanitarian aid convoys.

In Crimea, the Russian backed government are late in paying salaries to some of its less vital workers, whilst others are receiving a part salary. Pensioners are waiting for pensions that are arriving late, but that in any event are not commensurate with higher and higher food prices.

A Kiev teacher has said her state salary is being reduced by approximately 30% until further notice.

Lugansk residents are reporting the sound of heavy guns in the last two days. The last volley of gun fire was louder causing vibrations to window frames.

Interesting. I'm going to post a recent video that talks about food pricing in Crimea these days but thanks for the update on Lugansk and nearby areas. Apart from that, hope all is well with all your friends in Lugansk.

A few Lugansk citizens are developing a not previously diagnosed medical condition. It is called malnutrition and to minimize the increase of this condition a free canteen is to commence on Monday. Sponsored by the "Lugansk Republic" it will serve free cooked meals for nominated individuals.

A large number of Debaltseve residents have now been evacuated from the war torn township. However, some whose homes are still intact are refusing to go. They are undoubtedly aware from evacuees of other districts of the high possibility of their homes being looted by villains who also choose to stay behind for the spoils of mass evacuated areas.

Many Donetsk residents believe that because Ukraine has stopped all government monies/ pensions, postal, train services etc going into their city, that it's indicative that they are no longer wanted by the Ukraine authorities. The fact that many trucks are still being entering from Ukrainian held territory with supplies daily (albeit probably for profit), and that water, gas/ electricity still inflows from beyond the "Republic's" boundaries, seems not to be a consideration.

Certainly a tough decision for these residents to make. They are giving up everything by leaving and their house will probably be gone (one way or another) if they do get to return.

2 points based on what you said:
- I read in an article that some of the canned goods that have been arriving are expired. I don't know from what side those arrived from and frankly it doesn't bother me too much but just wanted to mention.
- Poroshenko has made the below remark to show how many refugees go to Ukrainian territory which contradicts Russian propaganda of saying that everyone is fleeing to Russia.

Heard by telephone yesterday evening that Debaltseve was now cut off from rest of Ukraine, however Ukraine media was denying this. However, today this YouTube video has appeared. Is it just a few Ukraine Army soldiers being used for propaganda?

Shooting continues in Debaltseve

A contact in Debeltseve states that shooting is continuing in Delbatseve way past the ceasefire time. I believe that the pro-Russian separatists are determined to ensure that the Ukraine Army remains trapped in the "Delbatsve Cauldron". Reliable internet posters are also saying the same, but that furthermore the OSCE observers have been refused passage into the Debaltseve conflict zone by pro-Russian forces contrary to the requirements of the Minsk agreement.

Lugansk is reporting ceasefire compliance thus far.

Gotno, can you shed some light on this? Is Luhansk without power now? (This was before ceasefire, but curious of current situation).
