Hopes growing in Poland and Ukraine for Euro 2012 bid

KIEV, Sept 21 (Reuters) - The Italian soccer corruption scandal and turmoil in Hungary have boosted the chances of a joint bid by Ukraine and Poland to host the 2012 European soccer championships, Ukraine's top soccer official said.
Hrihory Surkis, president of Ukraine's soccer federation, said circumstances were playing into the hands of the two eastern European neighbours after UEFA inspectors toured both countries.
"On the whole, our chances are rather good. The corruption scandal in Italian soccer has done that country's chances no good," Surkis told a news conference on Wednesday.
"As for Hungary, recent political political events also work in our favour. If the Hungarian prime minister is accused of lying, how can UEFA trust a government of that sort?"
Budapest has been gripped by demonstrations, with protestors demanding the resignation of Prime Minister Ferenc Gyurcsany after he acknowledged lying to help win an election in April.
A UEFA inspector was quoted as saying in a Kiev daily this week that the Ukraine-Poland bid had "many positive elements".
Italy is also in the running as is a joint proposal from Hungary and Croatia. Poland is embroiled in its own corruption scandal, with the government probing match-fixing allegations.
UEFA's executive committtee will announce which candidate will host the event on December 8.
Surkis told reporters both countries were coordinating plans for construction and transport.
New stadiums were being built in Donetsk and Dnipropetrovsk -- two proposed sites for games.
And a row over Kiev's main stadium, linked to construction nearby of a shopping and leisure centre, would be resolved by building a new stadium if the Ukraine-Poland bid won.
"The deputy mayor said that if we won they would be prepared to start construction of a new stadium on the site of the city's hippodrome," Surkis siad. "In any case, if we get this historic chance, Kiev will not be without a stadium."
FIFA says it could withdraw permission to hold matches at the Olympic stadium if it is ruled that the construction site violates safety norms.

Europarliament President invites Yanukovych to brief European Parliament about Ukraine's Eurointegration course

Prime Minister Viktor Yanukovych has been invited to the European Parliament to make a speech about Ukraine's Eurointegration course, EuroParliament President Josep Borrell Fontelles told journalists in Brussels Thursday, having met with Ukraine’s Prime Minister Viktor Yanukovych, Cabinet's press office reported.
As Josep Borrell stressed, the European Parliament attaches great significance to Ukraine's continued democratic reformation.
On December 6, he noted, the EuroParliament would hear and discuss a report about the implementation status of the European Neighborhood Policy with regard to Ukraine.
Mr. Borrell stated this policy as aimed at promoting the supremacy of the Law and human rights.
According to Josep Borrell, Viktor Yanukovych informed him about the Ukrainian authority's steps toward joining the WTO and the EU. Energy cooperation matters were discussed, as well.
“We fully support Ukraine's drive for joining the WTO and the EU,” Josep Borrell stressed.

Ukraine's Parliament accepts draft 2007 national budget for consideration

On Thursday, September 21, the Verkhovna Rada accepted the draft 2007 national budget for consideration, Cabinet's press office reported.
The Parliament's resolution to this effect was basically supported by coalitional majority deputies. The resolution collected 249 yeas (186 Regions Party deputies, ten BYuT faction members, two Our Ukraine faction deputies, 30 Socialists, 21 Communists).
Drawing the line under the bill's debating, Speaker Oleksandr Moroz noted that despite all its flaws and demerits the Government submitted the draft budget to the Parliament within the prescribed term.
The new Government, he said, had just a month at its disposal to polish the document.
As the Verkhovna Rada Chairman told the lawmakers, the resolution entrusts him with forming a working group in charge of polishing the draft budget for its first reading.
The group will be composed of representatives of all deputy factions, VR Committees, as well as Government representatives.
As Oleksandr Moroz reminded, every committee and every faction must submit their remarks with regard to the budget bill by October 1.
