Why are so many government owned buildings left in ruin?

Why are so many government owned buildings left in ruin?

Or more to the point, how difficult would it be to acquire one of these buildings for private purposes? I am talking about one with a rather official looking blue plaque on the front.

I've got my eye on a couple here in Kharkov and am interested to know how I might go about either purchasing one or renting it on a long term basis e.g. 10yrs+.

Would appreciate your views. I'm told by my contacts here I would have better luck inventing a replacement fuel for cars.

Impossble purchase or rent ruined "state owned building".
