Looking for a partner for the Internet project

I am looking for a partner to work on the Internet project (further development of the already known travel web-site) (NOT a marriage agency or anything close to it).

Essential Skills:
Knowledge of web-designing and programming preferrable (php, java, html, dhtml, css, sql, etc)
Understanding of the Internet business
English speaker (Russian or Ukrainian is not essential at this moment, but could be helpful)

The perfect partner should:
Live in Ukraine (at least for a while)
Love Ukraine and her people
Have some time and desire jointly create a successful product
