He's buying a new car from a dealership. The importers seem to bring them in as an incomplete car to save on the import duties. Hopefully passing the savings on to the consumer. But probably pocketing the difference.

I don't know how far the car has to be dismantled or how it could be titled once it's back together. This is only what I've been told over there. I'm a mechanic so I might give it a try once we get settled down over there in a few more years. Most just buy locally or in Europe then pay the import duties to bring them into Ukraine.

IIRC you can bring a vehicle in for a max of 6 months w/o paying the duties. But with the current 90/180 day reg. about staying I wonder about parking a car in an adjacent country for the other 3 months.
